ANNEX 1 - MANDATORY CONDITIONS
No supply of alcohol may be made under the premises licence -
(a) at a time when there is no designated premises supervisor in respect of the premises licence, or
(b) at a time when the designated premises supervisor does not hold a personal licence or his personal licence is suspended.
Every supply of alcohol under the premises licence must be made or authorised by a person who holds a personal licence.
The premises licence holder or club premises certificate holder shall ensure that an age verification policy applies to the premises in relation to the sale or supply of alcohol.
The policy must require individuals who appear to the responsible person to be under 18 years of age (or such older age as may be specified in the policy) to produce on request, before being served alcohol, identification bearing their photograph, date of birth and a holographic mark.
ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
CCTV will be installed, maintained and operated at the premises and images will be retained for a minimum period of 28 days.
Staff working at the premises will be instructed in the following aspects of the Licensing Act 2003:
• That ‘off sales’ of alcohol is defined as: The sale of alcohol for consumption off the premises. No alcohol can be sold for consumption ‘on’ the premises.
• That persons under 18 years of age cannot under any circumstances purchase or order alcohol.
Staff working at the premises will be instructed to ask individuals who appear to be under 25 years of age, attempting to purchase alcohol, to produce identification. The only acceptable identification documents will be:
• An identification card carrying the PASS holographic logo
• A full driving licence carrying a photograph of the person presenting the licence
• A passport carrying a photograph of the person presenting the passport
Unless such identification is produced the sale of alcohol must be refused and the details of the refusal recorded in a register that will be available for inspection on request by an officer authorised under the licensing act 2003.
An A4 notice, clearly visible to customers will be displayed on the premises. The notice will contain wording making clear that the legal minimum age to buy alcohol is 18.
