Descrition of the premises
The Village Hall, is a single story building. It has one large area, with fixed bar, separate kitchen, toilets and storage room. The hall is used for about 12 - 18 events a year where alcohol is sold, to village and local residents to promote a village community. The bar profit is a fund raiser to maintain the hall, a registered charity. The events are for people over the age 18. 80% of the attendees are retired, the remaining are close to that age group. The normal is for no more than of 50 persons attending. None of these functions are for persons under the age of 18. There is no CCTV and there will be no live entertainment. When and if, the hall is ever hired for a private party or celebration the organisers will be required to arrange their own Temporary Event Licence.
CONDITIONS OFFERED BY THE APPLICANT ARE AS FOLLOWS:
A) GENERAL
The nominated Personal Licence Holder is former Police Officer, Government Security Officer, retired Licensee and Event Qualified Manager. Has held Security Industry Authority Door Supervisors and other S.I.A. Licences (was an assessor and verifying officer for the S.I.A) and has been CRB and DBS checked.
The Events are run by members of the local council or hall committee members.
Bar staff, will all be senior members of the Community. All will be trained in the Challenging age, the requirements of proof, the need and requirements to keep a written record. Recognising over indulgence and drug abuse behaviour. How to deal and record detail and action. Licenced SIA officers will not be deployed.
B) THE PREVENTION OF CRIME AND DISORDER
Committee AND Parish Council members always present, will be acting a stewards.
They will be aware of the need to maintain observations throughout the event. The stewards will be aware of how to deal with any possible disorder, monitoring for substance abuse or other nefarious activity. The attendees are known to the stewards, unknown attendees are accompanied by family or friends of the Community.
C) PUBLIC SAFETY
Fire Exits clearly marked. Fire Extinguishers clearly marked. The Hall, exits and equipment is properly maintained by qualified persons. Defibrillator at premises. There is easy access for wheel chair users. The members of the Council or Committee will be trained in emergency egress, know where the exits are and there role in managing evacuation.
D) THE PREVENTION OF PUBLIC NUISANCE
Hall and Parish Council members in attendance acting as stewards.
Bar staff fully conversant with the protocols of sale to intoxicated people and will be controlling the exit and noise levels at the conclusion of events.
E) THE PROTECTION OF CHILDREN FROM HARM
Adults only at alcohol supplying events.
Any event with children involved they will be accompanied by their parent and alcohol will not be available to purchase.
All stewards will be aware of the standards required when dealing with children.
