ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
A list of names and addresses of the members of the club shall be kept on the premises.
The club shall be run in accordance with the rules previously submitted to the Licensing Authority.
No alteration shall be made to the rules of the club as deposited with the licensing authority which relate to the admission of members and guests and the sale and consumption of intoxicating liquor in the premises except with the consent of the licensing authority.
Notice of any other alterations to the said rules shall be given to the licensing authority and to the chief officer of Police within 14 days.
No person shall be admitted to membership of the club until at least two days have elapsed since his application for membership was submitted.
Intoxicating liquor may only be sold or supplied to members of the club, their bona-fide guests, visiting snooker, pool or darts teams players and supporters and employees of the proprietors.
SIA Door Supervisors to be employed at a ratio of 1.75 when Non-Member Licensable Entertainment/Events take place.
CCTV will be installed, maintained and operated to the satisfaction of the Chief Officer of Police and Local Authority.
Recordings will be maintained for an appropriate period of time (generally one month - but to be agreed with Police and Local Authority).
If the CCTV equipment is inoperative, the Police and Local Authority will be informed as soon as possible and immediate steps will be taken to put the equipment back into action.
A notice will be displayed at the entrance to the premises advising that CCTV is in operation.
Alcoholic and soft drinks will be served in plastic or toughened glasses.
Consideration will be given to setting capacity limits to prevent overcrowding which could lead to crime and disorder.
This capacity figure will be based on advice from the Police, Fire or Local Authority.
Irresponsible drinks promotions will not be permitted.
An anti drug policy agreed by the Police and Local Authority will be in force.
Any restrictions on the admission of children to the premises will be displayed outside the premises.
The premises will be a member of Pubwatch and a representative will attend Pubwatch meetings and participate in all initiatives.
A secure area for customer’s personal belongings will be made available.
An incident book will be kept and details of all instances of public disorder will be recorded.
The maximum occupancy figures for the premises will be set by Devon Fire & Rescue, in agreement with the Council, based on fire safety issues, available floor space and the sanitary accommodation available.
There will be adequate and appropriate supply of First Aid equipment and materials will be available for the use of patrons at all times.
The manage or senior manager of staff will check the premises prior to opening to ensure there are no risks to patrons and that all safety precautions are in place.
All bottles and glasses will be removed from public areas as soon as practicable when they are finished with.
A means of addressing patrons during operating hours, which can be heard above entertainment, or a means of interrupting the entertainment to make important safety announcements will be available.
All external doors and windows will be kept shut, other than for access and egress in all rooms when events involving amplified music or speech or other entertainment likely to give rise to noise.
Patrons will be asked not to stand around talking in the street outside the premises or any car park; and asked to leave the vicinity quickly and quietly.
An announcement will be made prior to closing requesting patrons to co-operation in leaving the premises and vicinity as quietly and quickly as possible.
Emergency exits will be well fitted and kept shut during opening hours.
A specific taxi operator will be nominated for staff and customer use. The company’s telephone number will be advertised to customers. The operator, and all drivers will be made aware that they should arrive and depart as quietly as possible, should not sound vehicle horns as a signal of their arrival or leave engines idling unnecessarily. In addition, staff will leave as quietly as possible, particularly at night and early in the morning.
Staff will check prior to entertainment, and periodically during the entertainment, that all windows and doors are shut.
A senior member of staff (manager) will assess the impact of any noisy activities on neighbouring residential premises at the start of the activity/entertainment and periodically throughout the activity/entertainment.
Management will control the sound levels of the music/entertainment.
After 2.00am until 8.00am. Total sound confinement within the premises.
Chill Out Time. Music will be reduced/switched off half an hour/an hour before closing time to allow people to relax, acclimatise and adjust their hearing.
There will be a 30 minute drinking up time prior to the premises closing when alcoholic beverages will not be supplied.
The delivery of goods will be restricted to the normal working day.
The delivery of goods will be limited in number and/or frequency.
The handling of beer kegs, bottles and other similar items will not take place in the late evening, at night and during the early morning, when the noise generated could cause a nuisance particularly outside the buildings.
Bottle skips and bins containing cans or bottles will not be emptied outside after closing but will be dealt with the next day during normal office hours.
The movement of bins and rubbish outside the premises will be kept to a minimum after 11.00pm.
All the rubbish produced by the premises will be stored securely in a designated area or in a bin with a tight fitting and lockable lid.
Facilities for depositing litter and the collection of litter generated by patrons will be available and maintained where outside areas are provided for the use of patrons.
A proof of age policy to the satisfaction of the police and the Local Authority will be in place.
