ANNEX 1 - MANDATORY CONDITIONS
The supply of alcohol is prohibited: -
a) At a time when there is no designated premises supervisor, or,
b) At a time when the designated premises supervisor does not hold a personal licence.
c) Every supply of alcohol shall be made or authorised by the holder of a personal licence.
Any person carrying out security activities on these premises must be licensed by the Security Industry Authority.
The responsible person shall take all reasonable steps to ensure that staff on relevant premises do not carry out, arrange or participate in any irresponsible promotions in relation to the premises.
In this paragraph, an irresponsible promotion means one or more of the following activities, or substantially similar activities, carried on for the purpose of encouraging the sale or supply of alcohol for consumption on the premises in a manner which carries a significant risk of leading or contributing to crime and disorder, prejudice to public safety, public nuisance or harm to children-
(a) games or activities which require or encourage, or are designed to require or encourage, individuals to-
(i) drink a quantity of alcohol within a time limit (other than to drink alcohol sold or supplied on the premises before the cessation of the period in which the responsible person is authorised to sell or supply alcohol), or
(ii) drink as much alcohol as possible (whether within a time limit or otherwise);
(b) provision of unlimited or unspecified quantities of alcohol free or for a fixed or discounted fee to the public or to a group defined by a particular characteristic (other than any promotion or discount available to an individual in respect of alcohol for consumption at a table meal, as defined in section 159 of the Act);
(c) provision of free or discounted alcohol or any other thing as a prize to encourage or reward the purchase and consumption of alcohol over a period of 24 hours or less;
(d) provision of free or discounted alcohol in relation to the viewing on the premises of a sporting event, where that provision is dependent on-
(i) the outcome of a race, competition or other event or process, or
(ii) the likelihood of anything occurring or not occurring;
(e) selling or supplying alcohol in association with promotional posters or flyers on, or in the vicinity of, the premises which can reasonably be considered to condone, encourage or glamorise anti-social behaviour or to refer to the effects of drunkenness in any favourable manner.
The responsible person shall ensure that no alcohol is dispensed directly by one person into the mouth of another (other than where that other person is unable to drink without assistance by reason of a disability).
The responsible person shall ensure that free tap water is provided on request to customers where it is reasonably available.
The premises licence holder or club premises certificate holder shall ensure that an age verification policy applies to the premises in relation to the sale or supply of alcohol.
The policy must require individuals who appear to the responsible person to be under 18 years of age (or such older age as may be specified in the policy) to produce on request, before being served alcohol, identification bearing their photograph, date of birth and a holographic mark.
The responsible person shall ensure that-
(a) where any of the following alcoholic drinks is sold or supplied for consumption on the premises (other than alcoholic drinks sold or supplied having been made up in advance ready for sale or supply in a securely closed container) it is available to customers in the following measures-
(i) beer or cider: ½ pint;
(ii) gin, rum, vodka or whisky: 25 ml or 35 ml; and
(iii) still wine in a glass: 125 ml; and
(b) customers are made aware of the availability of these measures.
ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
The event will take place each year in the months of July or August for a maximum of 5 and half days from noon on Tuesday until Sunday afternoon. If the period includes a bank holiday the days will shift to Wednesday until Monday.
Tickets will only be sold prior to the event
The event will be run with adequate stewarding and gate supervision and this will cover all entrances and exits
A Child protection policy will be in place
The event organiser will liase closely with all enforcing authorities when required
The event organiser will attend all SAGE meetings if required
All staff will have good knowledge of the site and its layout
A site wide staff comms system will be in place (2 way radio and mobile phone)
No bottles will be sold on site by traders
Only compostable drinks containers and plastic plates and cutlery will be used by official traders
Staff on duty will not consume alcohol
All acts on stages will be programmed appropriately so as to not offend anybody i.e. no inflammatory acts
A robust site signage schedule will be in place for welfare and emergency needs
All amplified music will be limited and small soundsystems used only
A full litter clearance and recycling plan will be in place throughout the event.
Consultation with local residents will take place prior to the event
No drumming workshops will start before 10am
All of the main drumming workshops will be on at the same time of 10am - 11.30am
The main drumming classes will be restricted to the top field as indicated on site plan attached to this licence
Drumming workshops shall not take place on any day between the hours of 1200 till 1400 and 1600 till 1800
Site managers will be contactable on a 24hr basis by phone in order to respond to any Environmental Health noise concerns
Noise monitoring will be carried out by Tribe of Doris staff
Stewards will be provided at the drum classes to ensure they finish exactly on time and do not run over into the no drumming times
The Police will be notified of the proposed date of the event at least 10 days before it begins
The following documents must be submitted to and agreed upon by Mid Devon District Council's Licensing Team and Environmental Health Department at least 28 days before the first day of the event. A copy of the Event Safety Plan and Risk Assessment and a Noise Management Plan that covers timings, location of noise making equipment and maximum permitted noise levels
CRB checks will be carried out on all relevant workers.
A child protection officer will be in place and this will be a key member of the event management team
The lost children and childrens area will be staffed by CRB checked staff

There shall be no organised drumming after 23:00 hours Tuesday to Thursday and 00:00 hours on Friday and Saturday
Numbers at the event shall be limited to 1200
