ANNEX 1 - MANDATORY CONDITIONS
ALCOHOL
The supply of alcohol is prohibited: -
a) At a time when there is no designated premises supervisor, or,
b) At a time when the designated premises supervisor does not hold a personal licence.
c) Every supply of alcohol shall be made or authorised by the holder of a personal licence.
From 6 April 2010
1 (1) The responsible person shall take all reasonable steps to ensure that staff on relevant premises do not carry out, arrange or participate in any irresponsible promotions in relation to the premises.
(2) In this paragraph, an irresponsible promotion means one or more of the following activities, or substantially similar activities, carried on for the purpose of encouraging the sale or supply of alcohol for consumption on the premises in a manner which carries a significant risk of leading or contributing to crime and disorder, prejudice to public safety, public nuisance or harm to children-
(a) games or activities which require or encourage, or are designed to require or encourage, individuals to-
(i) drink a quantity of alcohol within a time limit (other than to drink alcohol sold or supplied on the premises before the cessation of the period in which the responsible person is authorised to sell or supply alcohol), or
(ii) drink as much alcohol as possible (whether within a time limit or otherwise);
(b) provision of unlimited or unspecified quantities of alcohol free or for a fixed or discounted fee to the public or to a group defined by a particular characteristic (other than any promotion or discount available to an individual in respect of alcohol for consumption at a table meal, as defined in section 159 of the Act);
(c) provision of free or discounted alcohol or any other thing as a prize to encourage or reward the purchase and consumption of alcohol over a period of 24 hours or less;
(d) provision of free or discounted alcohol in relation to the viewing on the premises of a sporting event, where that provision is dependent on-
(i) the outcome of a race, competition or other event or process, or
(ii) the likelihood of anything occurring or not occurring;
(e) selling or supplying alcohol in association with promotional posters or flyers on, or in the vicinity of, the premises which can reasonably be considered to condone, encourage or glamorise anti-social behaviour or to refer to the effects of drunkenness in any favourable manner.
2 The responsible person shall ensure that no alcohol is dispensed directly by one person into the mouth of another (other than where that other person is unable to drink without assistance by reason of a disability).
3 The responsible person shall ensure that free tap water is provided on request to customers where it is reasonably available.
ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
Unless otherwise stated below the event will take place as detailed in the Event Safety Plan supplied with the application, following amendments agreed with Environmental Health, in order to meet the four licensing objectives.
Tickets will be sold beforehand.
Adequate stewarding and gate supervision.
Adherence to all necessary Health and Safety standards.
Child protection policy in place.
Use of experienced event team.
Event safety plan.
Close liaison with all enforcing authorities.
Attending all SAGE meetings if required.
All staff have good knowledge of site, neighbours and particular issues with site.
Use of vetted professional contractors.
Lessons learned from previous events.
Drinking alcohol is restricted to alcohol with meals only. Zero tolerance drugs policy.
Small and family friendly event focussed on learning and sharing.
Robust stewarding plan developed prior to event.
Site wide staff comms (2 way radio and mobile phone).
No bottles on site to be sold by traders, compostable drinks and food containers for all official traders.
No alcohol policy for event staff while on duty.
Appropriately programmed stages. (No inflammatory acts)
Adequate stewarding and gate supervision to facilitate evac if required.
Adherence to all necessary Health & Safety standards.
Child protection policy in place.
Use of experienced event team and contractors.
Full risk assessment carried out for site and operations.
Operational plans and systems to be developed from risk assessment.
Lessons learnt from previous events.
Full fire risk assessment carried out.
Liaison with all enforcing authorities during planning.
Premises licence applied for.
Enough stewards to facilitate evacuation.
Appropriate First Aid Provision.
Robust site signage schedule developed for welfare and emergency needs.
All site and event hazards will be isolated from the public.
Adequate stewarding of entrance and exit.
Road signs where necessary.
Amplified music will be limited and small sound systems used only.
Full litter clearance and recycling plan in place to roll throughout the days.
Experienced stewards to manage crowds and vehicles, particularly on exit.
Liaison with Police etc prior to event.
Liaison with MDDC control on noise management.
Consultation with local residents prior to event.
No drumming workshops shall start before 10am.
All the main drumming classes will be on at the same time from 10am until 11.30am.
The main drumming classes will be restricted to the top field as indicated on the revised plan provided and attached to this licence.
The site managers will be contactable on a 24 hour basis by phone in order to respond to any Environmental Health noise concerns.
Noise monitoring will be carried out by Tribe of Doris staff.
Stewards will be provided at the drum classes to ensure that they finish exactly on time and do not run over into the ‘no drumming class’ times.
All those attending the event are to be made aware of the noise restrictions.
The noise shall not at a point 1m from the façade of any noise sensitive premises exceed LAeq 55dB (20 minutes) from 0900 until 2300 or 0030am on Monday morning and LAeq 45dB (5 minutes) at any other time throughout the duration of the event.
Child protection policy in place.
CRB checks on relevant workers.
Child protection officer - key member of event management team.
Small, family friendly event.
Excellent and highly experienced children's and youth areas.
No inappropriate acts or exhibits.
Lost kids and kids area staffed by CRB checked staff.
Robust lost kids policies and procedures in place.
All hazardous areas and equipment will be fenced off and or guarded.
ANNEX 3 - CONDITIONS IMPOSED FOLLOWING A HEARING ON 27 MAY 2010
The drumming workshops shall not take place on any day between the hours of 1200 and 1400 and 1600 and 1800.
There will be no organised drumming after 2300 hours from Tuesday to Friday and no organised drumming after 0000 hours on Sunday.
