General description of the premises:
The Guildhall is a Grad II listed building that operates as a community meeting space. It is sited centrally in Bradninch, opposite the Spa shop and next to the Castle Hotel pub. The accommodation comprises: On the ground floor principal entrance lobby and hall with staircase, and second rear entrance and staircase; meeting room, ladies and gents w.c., special needs cloakroom, kitchen area and store room. The rear wing accommodates the snooker hall. The useable net internal floor area (including halls and kitchens but excluding w.c.’s) is approximately 186 sq.m. (2002 sq.ft.) The first floor comprises the Town Council Chamber, function room with stage, backstage/store, gents and ladies w.c.’s and kitchen. Net internal floor area is approximately 179 sq.m. (1926 sq.ft.)
Conditions offered by the applicant -
General -
• The premises is a community hall managed by the Management Committee (Board of Trustees) of Bradninch Town Trust. Alcohol will only be supplied under the Guildhall’s Premises Licence by persons authorised in writing by the Committee who have demonstrated their understanding and acceptance of the conditions, or under a Temporary Event Notice obtained by a hirer. • The Committee has adopted an Alcohol Management Policy, a Refusals & Incident Log, and a Standard Hiring Agreement with Alcohol Clauses to ensure hirers and authorised persons understand and meet their responsibilities. • The Committee reviews policies annually or after any incident, and works in partnership with the Police, Licensing Authority, and neighbours to promote the four licensing objectives at all times.
The Prevention of Crime & Disorder-
A written authorisation system will ensure only responsible adults (21+) supervise alcohol sales. • Where a hirer holds a Personal Licence, they may be authorised by the Committee to supervise under the Hall’s licence. • A Challenge 25 age verification scheme will apply, with refusals recorded in a log. • Alcohol will not be supplied to anyone who appears drunk or acting in a disorderly manner. • An incident log will be kept and reviewed by the Committee. • Hirers must agree not to permit drunkenness, disorderly behaviour, or drug use. • The Committee or duly appointed responsible person will risk assess the need for Door Supervisors depending on the type and size of event planned. Should it be felt that there is a need for Door Supervisors there shall be a minimum of 2 who will be Security Industry Authority (SIA) registered. • The Committee will liaise with Devon & Cornwall Police if any crime or disorder issues arise.
Public Safety-
The premises has a current fire risk assessment, clear escape routes, emergency lighting, and appropriate signage. • Maximum occupancy will not exceed the safe capacity set by the Committee (based on fire safety and building layout). • Hirers receive instructions on emergency exits, evacuation procedures, and the location of first aid equipment. • At least one responsible person will be designated at each event to oversee health and safety. • Electrical and safety equipment is regularly tested and maintained.
Alcohol sales will cease strictly by 23.00 and the hall will close by 23:30. • Hirers must ensure music and regulated entertainment end promptly and that guests leave quietly. • Doors and windows will be kept closed when regulated entertainment is taking place to limit noise escape. • Outdoor areas will not be used for regulated entertainment or alcohol consumption late in the evening. • A complaints procedure is in place so any concerns from neighbours can be addressed promptly by the Committee.
The Protection of Children from Harm-
No alcohol will be supplied to persons under 18. A Challenge 25 scheme will be in operation. • Acceptable ID includes a passport, photocard driving licence, or PASS-accredited proof of age card. • Children under 18 must be accompanied by a responsible adult when alcohol is supplied. • Hirers must ensure that films, performances, or other entertainment are appropriate for children and comply with BBFC classifications where relevant. • A refusals log will be kept, and Committee members will review it regularly to identify and address any issues.
